What the 2026 reform demands - and what Caern does about it

Volume. 94% of resident doctors work beyond their hours at least monthly - and half have never reported it (BMA survey, 2024). Reformed reporting removes the supervisor sign-off gate: reports now go straight to HR and medical staffing. The reports are coming.
The clock. From 4 August 2026 the review deadline tightens from 10 calendar days to 7, and access and completion fines double to £500 per doctor per week. Every start or change of employer, site or rota - including the August intake - carries a 7-day access and test-report duty.
Evidence. The contract requires electronic evidence of time, date and location; official guidance still points at a maps screenshot. Caern issues a server-timestamped geolocation on the certificate of receipt for every on-site report - stronger than a screenshot, and tamper-proof.
